eSIM for Malaysia

Most foreign visitors to Malaysia complete a digital arrival card before the trip, whether they fly into KLIA or come over the Johor checkpoints. This page explains that form, the paperwork behind a Malaysian prepaid SIM, and which plans fit Malaysia or a wider loop.

The Malaysia Digital Arrival Card (MDAC)

Since 1 January 2024, Malaysia's Immigration Department has required foreign citizens to complete the Malaysia Digital Arrival Card before arriving. There are two steps: submit the form online, then show the registration with your passport at the immigration counter.

The official form is on the department's site, imigresen-online.imi.gov.my, and the department's MyNIISe app now takes MDAC entries as well. Timing is tight: the form notes that your trip must fall within three days, the date of submission included, and its calendar only offers arrival dates from today to two days ahead. Expect to give your passport details, an email address, a mobile number and your flight or vessel number.

The department has also published a notice about fake MDAC portals that ask for payment, so start from the address above rather than from a search result.

Exemptions, automated gates and the Johor crossings

The exemption list is short: citizens of Singapore, holders of diplomatic and official passports, Malaysian permanent residents and long-term pass holders, and holders of certain border documents, among them the Thailand Border Pass and Indonesia's cross-border travel document (PLB).

Read it together with the MDAC portal, which asks travellers who use Malaysia's automated gates for foreigners to submit an MDAC and lists visitors from Singapore among those gate users; its autogate guidance for the Johor Bahru land checkpoints (the Bangunan Sultan Iskandar and Sultan Abu Bakar complexes and Johor Bahru Sentral) says to submit one for every visit. Singapore's Ministry of Foreign Affairs describes Singapore passport holders as exempt at all entry points and asks those who want to enrol for the e-gates to submit the MDAC beforehand.

Buying a prepaid SIM card in Malaysia

Malaysia's communications regulator, MCMC, requires every prepaid subscriber to register, and its FAQ names tourists among them. Registration is done at the seller's service centre, an authorised agent or a dealer, where your original passport is checked, and it has to happen before the line is activated and used. Mexico asks for the same kind of identification when you buy a Mexican SIM or eSIM; see Mexico's phone-line identification rules.

Malaysia by itself or with its neighbours

The local plans cover Malaysia by itself, a fit for a trip that never crosses a border. Crossing into Singapore, or taking the train north towards Thailand? Several regional plans on this page take in both countries as well as Malaysia, and a few reach Indonesia and Vietnam too. Daily plans share the data out one day at a time, which makes a long, slow trip easier to budget.

The activation guide is worth a read before you install anything.

Questions about Malaysia

How far ahead of my arrival can I fill in the MDAC?

The Immigration Department asks for it within three days before arrival. The form counts the day you submit as one of those days, so on any given day it offers arrival dates up to two days later.

Is there an app for the MDAC?

Yes. The Immigration Department says the MDAC can now be filled in directly through its MyNIISe app, besides the web form; you then present the registration at the immigration counter during the passport check.

Do Singapore citizens need an MDAC?

Citizens of Singapore are on the Immigration Department's exemption list, and Singapore's Ministry of Foreign Affairs says Singapore passport holders are exempt at all entry points. The automated gates are the case to watch: the MDAC portal asks visitors from Singapore who use them to submit an MDAC, and the ministry asks Singaporeans who want to enrol for the e-gates to submit one. Check the portal for your crossing before you set off.

A website asked me to pay for my MDAC. Is it genuine?

Malaysia's Immigration Department has warned about fake MDAC portals that take payment. Its own form is at imigresen-online.imi.gov.my, and the department's MyNIISe app is the other official route.

Can I register a Malaysian prepaid SIM with a photo of my passport?

MCMC's FAQ says the seller verifies the original identification document, which for a foreigner is the passport, so bring the passport itself.

Which plans include Singapore as well as Malaysia?

Several of the regional plans on this page list Singapore and Thailand next to Malaysia in their coverage.

Will my phone work?
